Rebecca Jackson brings more than 25 years of experience in business and government to her work with governing boards and leadership teams. As founder of True North Performance Group, she helps organizations clarify priorities, strengthen leadership, and connect strategy to everyday decisions and action. She also speaks at conferences and leadership events on governance, organizational performance, and leading under pressure, bringing practical lessons from her experience in local government and consulting.

Previously, Rebecca served as Chief of Staff and Chief Performance Officer for the City of Fayetteville. Her work in strategic planning and performance management contributed to national recognition, including honors from Governing magazine and multiple ICMA awards. That experience shapes her approach: practical, grounded in organizational realities, and focused on results that last.

Rebecca developed the True North Governance & Performance System™ to help leaders diagnose where alignment breaks down and strengthen the conditions for high performance. Guided by her Leading True North philosophy, she works alongside clients to connect governance, people, priorities, and performance—building alignment that holds under execution.

She serves as an adjunct instructor with the University of North Carolina School of Government’s Center for Public Leadership and Governance, teaching and coaching in leadership, supervision, organizational performance, and difficult conversations.

As a certified Tilt365® practitioner, Rebecca also uses personality and behavioral insights to help leaders strengthen self-awareness, build trust, and improve how teams communicate and work together under pressure.
