Rebecca A. Jackson
A forward-thinking, dynamic professional with nearly 20 years of experience in highly complex and regulated business and government settings. Regarded with a reputation for excellence in leadership as a synergist Rebecca spearheads change management processes, develops teams, and drives organizational results. She manages expectations, gains buy-in with all stakeholders, and is relied upon as a problem solver, innovator, and effective communicator. She has been invited to share insight at numerous seminars and conferences. As an accomplished consultant and facilitator, she excels in building consensus in diverse and complicated situations.

Having built and pioneered a customized approach to an aggressive and integrated system of strategic planning, budgeting, and performance management that has been recognized nationally by Governing and Living Cities. She knows first-hand how to develop data-driven decisions and improve policy and design. With the launch of the City of Fayetteville’s TracStat program her office was recognized by the International City/County Management Association for Performance Excellence.
Her experience with the City of Fayetteville spans the successful development, adoption and execution of nine strategic plans. She has gained experience working with various diverse agencies and businesses to develop their unique proactive strategic solutions. She effectively implemented organizational performance management systems that align with an overarching strategy. She designed and presented value-added, customer-focused performance reports and presented results to elected officials, Board of Directors, customers, stakeholders and the community.
Rebecca’s experience in auditing, finance and accounting fields included the production of complex financial systems, reports, forecasts, reconciliations and grant reporting. She developed multi-million dollar budgets, produced cost allocation analysis, ensured budget control, worked with Capital Improvement Plans and financial forecasting models. She worked on business, government and nonprofits audits, performed internal control analysis and recommended improvements, wrote financial statements and developed procedures for year-end financial closing and fixed asset capitalization. Rebecca specialized in developing business accounting systems and client training. She also produced corporate compilations and tax returns.
Her career in public administration also included oversight of Corporate Communications earning first place recognition for Excellence in Communications from NC3C, crisis response in the Emergency Operations Center, development of the Continuity of Operations Plan, negotiated multi-million dollar lease agreements, completed an organizational redesign project and various research and policy development initiatives, conducted citizen and employee surveys, facilitated “Café Conversation” citizen engagement events, coordinated many special events including a successful bid for the All-America City campaign, and oversaw the intergovernmental affairs program.

Rebecca holds a Bachelor of Science Accounting from the University of North Carolina at Pembroke and a Municipal Administration Certification from the University of North Carolina, Chapel Hill. She is a Certified Budget and Evaluation Officer, trained in Six Sigma, certified in COBIT framework, a member of the ICMA, Greater Fayetteville United Board Member and a lifetime member of the Wine Country Chapter of the North Carolina Certified Public Accountants Association.
Family First!
She and her husband are a proud parents of seven bright, passionate young adults and grandparents to three and counting. When she isn’t glued to a computer screen or having fun with a family, she spends time traveling and finding treasures at estate sales, which she hopes will one day pay off BIG.
